Meet Kim Westergard

Kim Westergard is a lifelong Shelley resident and a proud fifth-generation “Shelley Russet.” Together with her husband Brett, she raised her family here and is now blessed to watch her grandchildren grow up in the same community.

For over 28 years, Kim has run her small business, Westergard Salon, where she has built lasting relationships through listening, service, and trust. That same spirit of care and commitment has guided her 12 years on the Shelley City Council, where she has championed fiscal responsibility, strong public safety, and investments that make Shelley a great place to raise a family.

Kim believes public service isn’t about politics, it’s about people. She has a proven record of asking tough questions, seeking grants to reduce taxpayer burdens, and working to balance growth with the small-town values that make Shelley special. From supporting local businesses to investing in parks, walkways, and safe neighborhoods, Kim is dedicated to building a city that future generations will be proud to call home.
